Why Is It So Hard to Hire a Controls Engineer in 2026?

This month we ran a live search for a senior engineering leader in industrial controls and electrical power. The search returned 109 profiles that looked qualified on the surface. Thirty one of those people had publicly told LinkedIn they were open to work.

Four of them could actually do the job.

That ratio is the entire problem with hiring a controls engineer in 2026, and it explains why the opening on your careers page has been sitting there since spring while your inbox fills with applications. You do not have a volume problem. You have a translation problem between what a title says and what a person can still build.

What Does the Available Controls Engineering Talent Pool Actually Look Like?

The available controls engineering talent pool is far smaller than the raw candidate count suggests, because most people carrying a controls or electrical engineering title can no longer lead an integration project from design through commissioning. In a live August 2026 search of a single industrial corridor, 31 candidates publicly signaled they were open to work and only 4 held power, controls, and delivery ownership together, recently enough to matter.

Read the second row again, because it is the one nobody expects. The largest single group was not underqualified. It was overqualified and unwilling. Six accomplished people, several of whom had run their own firms, were sitting in the open-to-work pool and none of them would step into a seat reporting to someone else.

Why Do So Many Qualified-Looking Candidates Fail the Screen?

Most controls engineering candidates fail the screen because their title describes where they sit in an organization, not what they are still capable of building. A large manufacturer promotes its best controls engineer into a product line manager role, and within four years that person has not touched a live panel, argued with an integrator, or stood in a plant at two in the morning during a startup.

The profile still says engineer. The hands are gone.

In more than 30 years of retained search we have found that the single most reliable predictor of whether an engineer can still deliver is not tenure, not the degree, and not the certification list. It is whether they can describe, without notes, what they personally commissioned in the last twelve months. The people who can will tell you about a specific panel, a specific fault, and a specific plant. The people who cannot will describe meetings.

There is a second pattern worth naming, because it costs firms months. Long tenure at one company combined with a promotion inside the last two years is not a green flag. It is close to a disqualifier. That person has just been paid, recognized, and given a new mandate by an employer who has spent a decade learning how to keep them. Is the Controls Engineer Shortage a Headcount Problem or a Specialization Problem?

The controls engineer shortage is a specialization problem rather than a headcount problem, which is why hiring managers who widen the salary band still end up with an empty seat six months later. The National Science Foundation's Science and Engineering Indicators show engineering degree production rising over the past decade while workforce demand shifted toward digitally integrated and software-heavy roles, which means the country is producing more engineers and fewer of the specific hybrid this work requires.

Industry workforce analyses in 2026 put roughly one in three engineering openings going unfilled each year, and more than a quarter of working engineers expect to retire within five years. Control Engineering's annual Career and Salary Survey has tracked the same squeeze from the practitioner side for years running.

The hybrid nobody is producing is the person who understands medium voltage power distribution and PLC and HMI architecture and can sit in front of a customer. Universities do not graduate that person. It is assembled over fifteen years at an integrator, a panel shop, or an EPC, and the number of firms doing that assembly has been shrinking through consolidation since the 1990s.

That is why raising the offer does not fix it. You are not competing on price for a common good. You are looking for something that is not being manufactured.

Where Are the Controls Engineers Who Can Actually Do the Job?

The controls engineers who can actually do the job are almost never in the open-to-work pool, because a person who holds power, controls, and delivery ownership together is exactly the person their current employer works hardest to keep. In the search described above, the strongest candidate found across all 109 profiles was not looking, had no job-seeking signal of any kind, and had spent eight years at a company that had every reason to hold onto him.

Two openings exist right now that most hiring managers are not using.

The first is corporate turbulence. Several large electrical OEMs are soft at the moment, one major regional transformer manufacturer has just been acquired, and acquisitions reliably shake talent loose between six and eighteen months after close as compensation plans get rewritten and reporting lines move. People who were immovable in January take calls in August. That window is open now and it will close.

The second is geography, and it is the one almost nobody runs. Engineers who grew up in a region, went to school there, and left for a bigger market carry roots that make relocation a homecoming rather than a risk. Searching by university and by current location outside the target market surfaces a pool that local hiring managers have never seen, has no prior history with the company, and needs no persuading about winters or commutes. In a market where the local bench is small and everyone already knows everyone, that is often the only untouched ground left.

What Should You Do Differently on Your Next Controls Engineering Search?

The single most effective change on a controls engineering search is to stop screening for the title and start screening for what the candidate personally built and commissioned in the last twelve months. Ask for the plant, the fault, and the fix. That one question sorts the 31 into the 4 faster than any resume review.

Three more things change the outcome. Decide the compensation range before the first conversation, because the strongest candidates are employed and content and will not sit through a discovery call that cannot answer what the job pays. Widen the experience band at the top rather than the bottom, since a candidate with thirty years who once ran their own shop is frequently the right hire and is screened out by a range that stops at fifteen. And take the meeting with the person who is not looking, because that is where the hire actually is.
